The Affordable Care Act (ACA) depends on states to establish Health Insurance "Exchanges," which are health coverage market places intended to make it easier for individuals and small employers to shop, compare, and enroll in health insurance coverage.
While some states have already acted, most states are just now beginning the process of considering proposals to implement Health Insurance Exchanges. However, if a state does not make sufficient progress by January 2013, the federal government will take over implementation of an Exchange in that state.
States are the traditional regulators of the health insurance market and know their unique marketplace. However, states have many policy choices that will determine how successful Exchanges will be in assuring that consumers and employers have a choice of attractive products. It is critical Health Insurance Exchanges be done right.
